IMO, I do not see baldness. I am looking around my male's eyes and he has black skin...Could it be that your pup has a lighter colored pigment around his eyes..?? It seems to me that I remember my first male( black and tan ) having lighter pigment around his eyes as a puppy...Very cute puppy ....

Unless you are cleaning matter off from around his eyes that is evidence of infection, there is nothing to be worried about. Some pups have less fur on the skin around the eye and sometimes a little less pigment. This probably will change as the pup gets older. Does the pup have any other places on his body where there should be fur and there is not? If the answer is no, don't worry about this. It is a simple difference between pups.

Sometimes we see Demodex present with alopecia around the eyes as the first sign. Have your vet check it out.

Have you noticed him pawing at his eyes like they're irritating him (could be asymptomatic of any subclinical infection), or do you have another dog which might be licking the pup's face & eyes regularly.
If the pup's had to spend a lot of time indoors, that could explain any thinning, specially if the lying up places are a bit dusty.
Another remote possibility could be a slightly underactive thyroid, although that would be unusual in a fast growing pup - otherwise I can't think of anything other that that which Hodie has already said, and there's no reason to think that the hair won't regrow properly in the fullness of time as the pup develops.
