8-10 weeks seems to be normal. Usually the breeder is the deciding entity.

I know that it's quite common for people to import one for themselves and one to sell, and for breeders and brokers to bring in complete litters for resale, but that's because the Federal agency that is charged with enforcing the restrictions is understaffed and underfunded since being assigned the responsibilities. Eventually, however, they will start enforcing the regulations, and it will be interesting to see what happens then.

Amusing inconsistency (to give you all a giggle) - last time I was involved in any of these matters was when we sent pups to someone abroad, and had to leave that until they were old enough for, and had received, Rabies injections. From a country that does not have Rabies (England), to one in the Middle East, that does !
(Yes I do realise that meant our puppies would be safer when they got there; but I don't think that was Governmental rationale in the receiving country ...)
