If I understand your question, once the disease has progressed, no, a dog suffering DM can most likely not use its hind legs to scratch an itchy spot say up by its ears.

NO; dog cannot scratch any longer if rear is paralized

earlier in the disease dogs can scratch but not when the disease is advanced. The signal from the brain to the hind legs just isnt there, later in the disease process :( Lesions form where the mylea has fallen off the myelin sheath and plaque fills the void, interrupting the conduction of the nerve impulses :(
Dogs can no longer use their hind legs once the nerves in the spinal cord are destroyed because without nerve connections, muscles cannot work.
