Generally speaking would be be considered the best stud at the moment

What makes you think that? Just curious.

Last I heard he's not AT open stud, so while he's a really nice
dog, quite how he could be judged "the best stud of the moment"
is a moot point. Why not look at stud dogs who are actually
available, and producing a greater number of progeny to make
judgements by, if you are interested in conferring "best of" titles ?

I would also consider one of these depending on what you are looking for.

I have a 7 month old female from Black-Jack (the mother is Finja vom Erdbeerlord) and i just love her to death. Out of the studs listed which would be the best mating out a female i have...Chiki ze svobodneho dvora? I know it depends on what a person wants but would like nice police dog potential and/or excellant sport dog. I have been told that there would be too closely line-bred with Bomber. Your thougts?

I watched the video of Dragon vom Patriot at the 2012 LGA, the guarding on the bark and hold seemed, well, poor. Perhaps the dog wanted to do a silent guard but wasn't sure.
Quardes von der Staatsmacht scored 98 at BSP and has been producing apparently quite well in Europe and in USA. Both Bomber and Bandit seem to have strong progeny but I haven't seen them personally. I have seen Quardes pups and they are very nice - very young here in the US but I have seen three very nice puppies from the F litter.

There has been a whole lot of talk about Bomber but there hasn't been a whole lot of top competition IPO dogs shown off of him (if that's what you are looking for) compared to the number of progeny he has produced. To me talk about how many breedings a dog has doesn't make a good stud dog. What they produce does. Also Looking at one video of one trial and how well a dog did or didn't do doesn't make a good stud dog. Look at Eros and Elute. Eros won the WUSV but his brother Elute was the better producer.
So out of the dogs mentioned (or others out there) who seems to be producing a better percentage of dogs trial at high levels?
