Ibrahim, I don't think the Capt indicated the development of the breed should end with his "then" vision....as he changed types to offset straying too far from his vision. I DO think that the Capt. commented on breeding for show and sport.....and what the result of this would be.....maybe I am wrong!

Agreed, your ongoing argument against single purpose selective breeding is set deep in the back of my head, I bet you I am  one of many who are now convinced of it and believe in it, I think it is very important that this concept remains in momentum.
I see many show breeders and owners in addition to the highly educated confess and address the current problems and set back of the GSD and maybe it is about time to start developing strategies to correct the fauls/draw backs. Single purpose breeding is no doubt a major reason behind the decline in temperament and work ability of the show GSD, hopefully if and when corrections are made we don't fall in the trap again
