We have found what is nearly the perfect litter to purchase our next Schutzhund dog from. However, the dam's hips are rated A3. If everything else was what you wanted (pedigree, proven working ability in parents, size, color, etc) - would you buy or continue shopping? I look forward to hearing opinions.

this is just my opinion...I would buy.
Simply because i would kick myself A LOT harder when i would see the pup i wanted with good hips, with the drive and winning awards that I had plans for him/her to win..and it would always be...it could have been the one...
Of course if (worse case scenario) dog ends up with A3 hips...I personally would still be able to do all the things i wanted to do with this dog and he/she would live a perfectly normal life...and I would be enjoying my dog, my success, my awards...versus drooling over what would/ could have been my dog...
But thats just my opinion...based on my life and my mentality that I would always make descissions which I would not regret.

I would researched the dam. her siblings, the ofspring of the siblings. If the Dam has another litter with different male and results. Then I would make the decision.

This is her first litter. I could only find one sibling and he was recorded as A2. Going back two generations on the dam's pedigree, there are four dogs with A1 and two A2.

IF it really was perfect for you, then sure why not ? I have seen dysplastic dogs come out of dogs with excellent hips. It is only part of the equation.
What good are perfect hips if the dog is a door knob ?

In my Opinion....If everything else was what I was looking for, and the breeder would warranty the hips, I would absolutely take my chances..... In my experiences, I have had the unfortunate situation of purchasing a pup from two OFA's good parents and that pup was PTS with severe HD at 8 mos old.... So now guess what my opinion is concerning OFA certification.....Also, I understand that the Germans have a way more broader range of whats accepted as passable hips than here in the US.... That is why many here that don't get an OFA certification will go to other means of getting certification.....JMO
