Searching for pedigree with the tatoo code - Page 1

I have a 4 year old German Sheperd with LO 78  tatoo in his right ear. He was gievn to me when he was 8 months old but I dont have his papers. I live in Peru and I was told that the dog was brought from Germany. I have contacted german sheperd association in Peru and I was told that the tatoo code was not from Peru. Can some one help me located my dogs paper.
