I have a 10 1/2 month old female GSD that is doing very well in obedience on and off leash. She works very well on praise, treats, and play......................she has drive!!  She seems to be very alert , protective, and loves the family very much,  but I'm not sure if she would protect if put in the situation. What and when is the best time to test the dog for protection or shutzhund capability.

now lol. Some people like to wait till the dog is 12 months old, but it will depend on a individual dog, take him to club someone should be able to evaluate your dog

Every dog is different, but 8 months in general is a good time.  This is not a test for protection.  You want to test for that I would say 18 months to 2 years.  Its a maturity issue.  Too young and you could imprint a very negative situation,  one the dog may never get over. 8 months old, we are talking willing to play tug with a helper on a neutral field.  This is to test object/ prey drive which is a foundation for grip work. Many a dog have shut down and done nothing at a neutral location but after a few visits is amped and ready to go.  Find a club near you that has been in existance with an experienced helper.  Puppy and green dog helper work is to be done by the experienced helper not the newbie.

Start now, In fact if you bought the Pup for that reason you should start as soon as you get it first of all walking But yours is older but as it is beginning make everything Play, a Game, go to the Club and For protection use a bit of a Sack to start with then move it up to a soft Tug and so forth Already at that age your Pup should be walking on leash without pulling you around because that is the first thing anyone should teach there dog to walk on a leash without pulling,
My 6 month old Puppy Gina is working on a jute pillow on protection Just one thing make every session training a Game and keep the sessions Short so the Pup does not get bored
