If they've been up they'll come back up, the pups going to be teething, give them chance and stop messing with them. If you can't resist messing, massage the base of the ears you'll feel like you're doing something and the pup will enjoy it.

If they were up then leave well alone, pups ears can drop when the pup is teething, you will do more damage to ears if pulled and glued at this age if there is no need to,

Have faith, both up at any time means they will 99 times out of 100 eventually go up and stay up, mine had one back over at 5 months and 3 weeks (less than a week before first show) but it went up the next day and they have stayed up. Don't let people rub his ears when fussing him. Give him lots of bones/chews (pigs ears are great).

Raw chicken bones work well, sometimes they just need the extra calcium.

isn't Reinwald Kennels a GSD breeding kennel? OP are you asking for advise on how to attach and use ear forms? Or are you asking people whether or not they think you should at the age of 5 months?
I have been fortunate and never had a dogs ears not come up, but I have heard from many that if they are not back up 6 months there is a chance they won't come back up at all. Did you say you glued the ears up at 4 months? This might not have been a wise thing, you could have possibly damaged the ears yourself.
Are the ears both completely down like a hounds ears or partially erect?
