I want to buy a male puppy from one kennel, and was told that there were three puppies arrived in that litter. I wonder whether it is normal that there are only three puppies. Thanks a lot.

Sometimes when the female is old, or if there is hormone issues with the female you will see small litters.
I once had a litter out of a proven female that was not too old, and she only had 3 live male puppies. My last litter this year in April produced, out of a 5 year old female, 3 live female puppies. Its pretty normal.
There was a thread started not to long ago about Mycoplasm , apparently it could be one cause for missed litters or small litters.

Or like in my case a year ago, I had a litter of three with an accidental breeding. The female got out of her pen and in with the male and they tied within only four and a half minutes of my leaving them to prepare supper. The timing in her cycle wasn't optimal (thankfully). For at least twelve litters I conducted prior to that, each yielded 8 to 11 pups.
