It's a ring tail.  Just a fault, doesn't mean the dog isn't purebred.  I have a neighbor with a male dog that curls his
tail, but not to that extreme.

One of mine had a tail like that when she was younger thankfully it did drop as she grew up

It's a common problem with the Shiloh, due to the malemute blood. I wonder if she could have some Shiloh genes mixed in? Many unscrupulous breeders are trying to pass off Shilohs as pure GSDs, and vica versa.  Do you have a copy of the pedigree?

Looks like a GSD to me, probably just a poorly bred one to have such an extreme curl.  Just because a dog has a fault doesn't make it a mix, though it's hard to be certain unless there were better shots.

My rottie had a natural tail. As a puppy hers would curl up when she was excited, but straightened when she matured. When she was an adult, her tail couldn't curl if she had wanted it to: a stiff, straight rottie tail.

Here's a previous thread on PDB about ring/curly tails:

Random Trivia:

The curly tail is a result of the domestication process. It is one of the side effects of "juvenilization", also called "neoteny" that canids underwent over the process of selective breeding from wild to domestic. Floppy ears are another such trait that results from the process.

Dodger

Dodger my 3 year old male curls his tail. He's always done it and carries it high when out walking or when he's excited. Around the house or when he is tired he carries it normally. His sire's side are show lines and dam's is a mix of pet/working lines, couldn't never figure out why he carries it this way and so far the only GSD i've seen do it.

A pic of Dodgers tail. Ha can curl it even futher round than this but it's usually when he's being a pain with another dog. trying to make himself look bigger.

My girl is 11 months old and does have a long tail. Neither sire nor dam have a curled tail, but at about 5 months she started carrying the tip curled up. I trimmed the hair once and it did seem to help, but now it is grownvout again and she started curling it. I just trimmed the hair again- hope it goes back down! Theresa
