what does the naming a, b, c, mean with litters?

In the SV system  a breeder has to give all the puppies of their first litter names beginning with A, the second litter all names begin with B etc. (does not matter who the parents of the litter are, some people are confused abut this).  When the breeder gets to Z the next litter is with A again, but the same names cannot be repeated by the same breeder.

so is there an A year, then a B year? or is it by litter? confused since you said doesn't matter who parents are.

By litter, not by year.  So if in December you're on the letter C, your litter born in December will all have names starting with the letter C, but maybe I'm on B, so my litter born in December will all have names starting with B.  Doesn't matter what year it is.

Then in January if you have another litter, you'd move on to D names, while I'd have C names then.

Some countries go by the year. That's how I ended up with 2 puppies, different litters whose name begins with 'I" in one year.

 So does that mean that all puppies born in that year to different breeders have the same letter??

Yes, in Belgium. This is their J year so it doesn't matter if it's the first or 21st litter for the breeder, all will have J names. Makes it easy to figure out how old a dog from Belgium is.

What i think vomruiz was meaning was the breader would use the same letter the whole year.If you had 2 litters say 2009 you would have 2 A litters,instead of A litter and B litter.
