I am working on bite development with my 5 1/2 month old pup. he is showing excellent drive, but won't release the bite rag. I am thinking about moving to a tie out and just holding the rag until he releases. Any suggestions

I wouldn't worry about him releasing on command or doing any sort of "out" yet. Can you lift him up by his harness or collar until he spits it out? Sometimes if you immobilize it against your thigh (like people usually do with a tug or ball toy) the dog will release.

Just get another rag, and get him to switch. Lifting them up makes them desire the rag more, not less.

Don't worry about the out. Lift the dog up and choke him off by the collar. This will continue to build drive which is a good thing if you plan on using him for work or sport. Give him a few more months then worry about the out. DO NOT PRESSURE OR CORRECT YOUR DOG AT THIS AGE! He is still to young and everything should be about confidence building, winning and fun. Around 1 year, correct the dog into you and give the toy back as an immediate reward. The dog will then be taught that outting will get him the toy again.
