Well, here's one province that's doing the right thing!

I don't blame the girl's parents for not keeping a closer eye on the little girl. Kids can move so quickly, and get into trouble before you even know they're gone. I had a similar thing happen with my male GSD and a toddler, who ran up to hug him. He came from behind me, so I wasn't quick enough to stop him before he threw his arms around Ranger's neck.  I nearly had a heart attack, as I'd just gotten the dog, and had no idea how he'd react. Fortunately, he LOVED the attention!.

A really interesting article, well written and  made a lot of sense. Owners do have to become more responsible and aware.
