My question is, can a sport GSD be a police dog or a personal protection dog? Are there kennels or kennel name's in a pedigree that still let the GSD still work in these fields but also can do the sport?

Sure, it depends on the dog more than the pedigree. There are many good working kennels that produce dogs that can do both.
