Dogtra does makes A dummy e-collar, my distributor caries them, they look exactly like the regular e-collar without all the electrical guts inside. You can take the contact points off if you want..
In years past made our own, they worked ok!
One good thing about the dummy collar, the contact points and collar are the same as the regular e-collar.
Do not quote me, but the last time I ordered one for someone, I believe it was about 18.00 USD before shipping. I can also get e-collars, replacement parts and e-collar accessories.

Thanks for helping me out with that. I hadn't thought about making one. My guy is kind of smart about this stuff, so it would have to be close in weight etc. I will check with a supplier.

The dog should not be collar dependant if he/she was trained sufficiently. I would invest in some quality training vs putting a dummy collar on his neck!

I have invested quite alot of money in a quality trainer. I am using the e collar for a compulsive behavior that has been adressed at length by veterinary specialists as well. I feel confident in his training not being dependent on the collar. He is a two year old and already has a CD and a TD. Thanks for your concern.
