Okay let me also ask this, what is the smallest weight that is considered normal ( meaning there is no medical problems) for a female GSD at a year old

My pure working line bitch is 55-58lbs. She is almost 6 years old.

Hi Delilah
There are a lot of factors in that question. Different bloodlines will have different average weights. My male is considered small. He is just over 2 years old and he is only 60 pounds. He's not fat or skinny.
The best way to get an estimate is by the puppy's parents. Just to guess I would say 50 pounds would be on the smaller side. At a year old though, they still have some filling out to do. What's the weight of your female? Do you have pictures of her?

In USA this dog is skinny. In Czech he is not.
Weight is not a factor. Height in the withers is. 22-24 in for female 24-26 for male. Weight depends on how much lard you feed the dog. Dog should be athletic and muscular. Weight requirement are also cultural. In Europe (Czech) they prefer to see all the ribs. I like to see the last 2 ribs. You should definitely be able to feel the ribs with light pet.
