It usually means the dog is trained through the 2 and 3, just hasn't gotten the titles yet.

No, what is usually means is that the person is trying to con everyone suggesting that the dog will get those other titles. It is generally used by people who are less than forthright and sometimes you see it even with SchH(1) or even (BH) etc. I would bet that in most instances, the person owning the dog never gets those additional titles......

At best, it is a deceptive method...........

yes, it means the dog is titled Schh1 and is working on and "will get" the 2 and 3 shortly.  I personally don't  mind this as long as the dog is actually titled.  What I don't like to see is "Rex vom Loop-de-loop CGC (Schh1).

If a Dog has SCh 1 2 and 3 it will show up in writing  as only ScH3 that means it has the 1 and 2 on the way up anything other is false

HA! So next time one of you sell a litter advertise them as (BH, SCH I, II, III) Just kidding of course!
As long as the breeder has the dog titled already with the I, and is truly working towards the  II, and III... I don't think that's so bad to mention.
