Here we have no GSD clubs, professional breeders or judges etc. Me and some of my friends are planning to make a small private show for our own GSDs next week, only for fun nothing serious, where all families meet together along with the dogs and have some fun. There will be 20 mature dogs and 7 puppies less than one year.
They asked me to suggest an evaluation criteria to evaluate the conformation of the dogs and their gating in addition to temperament (simple one where judge approaches the dog an pets him). There will be a committee of three individuals to put the marks (two vets and one guy with somewhat good knowledge of GSD structure and standard).
Criteria should be precise but simple as we are not professional, I thought of something like this:

Yes good, I will add sensitivity to suddend loud noise like a gun shot, we can use hunting gun shot. I will increase points for temperament too, thanks a lot.

Temperament is paramount, without the correct temperament, you don't have a Shepherd. Prime consideration! Gaiting is not more important.
Might be easier (to count, lol) if the max score for each was 5 & 10?

I will adjust the temp. points, I will lessen the gaiting points a little, and 5 & 10 points sounds correct. Let us see what others will say too and then I can adjust the table.

Of course this form was in use many years ago, maybe someone has an updated one they can share.
The temperament test was in several sections, though not broken down on the form. There was dog on lead walking among a crowd that jostled him, a pail thrown in his path while off lead, large bin full of litter pushed over next to him and a gunshot test which was optional, but he had it, can't remember what else, and dogs were not just judged on their immediate response, but also on their recovery time if they reacted to the test. Of course he was subject to the measuring of his height and proportions by a stranger and the usual procedure of examination as per a breed show so I suppose that would be temperament testing too.

Since this is a fun get together, I'd suggest gradings of
Very Good
Good
Typical but not show standard
That way nobody should get an exaggerated view of their dog, but anyone with a dog that would grade Insufficient is not made to feel defensive about their beloved pet.
Sounds like fun and looking forward to hearing how it goes.
