Not uncommon, really. Our Humane Society loves it when people do that... gives them a reason to triple the price on their dogs. They'll charge $300+ for a papered dog... just because they can prove its a purebred.
And get this - they had a few months back, a Great Pyrenees/Saint Bernard mix... spayed, all that jazz, as all of their dogs are. They were charging $800 for her! I couldn't believe it.

Who knows what the situation was with owners, but at least they didn't leave her starving in the back yard or turned loose to get hit by a car. Having her registration will make it easier for an adopter to
go to working trials with her, like get a BH or do OB, Agility trials etc. with her if that is what they want to do.

I have done dog rescue for many years. Most imes when they include the papers with the dog they really have to part with the dog and are grasping at a hope that by including the papers with the dog there is a history and the ah factor to people who have never owned a registered dog so that the dog gets adopted quick and will be cherished. For some people who cannot buy a registered dog from a breeder to find one with papers in shelter would be a "thrill" and added atraction. They get altered before adoption so it has nothing to do with breeding.
