I would say Rinus Bastianssen http://www.daelenberghutte.be/ I dont know if he is the best but I would say that he is one of the best. I also appriciate Rinus honesty, he always get me the dog I want without ripping anyone off.

all depends on the dog, handler & trainer.

Needless & endless debate as there iis no "top person".  It's all subjective.

Depends what you are looking for even within the paramaters you set and how much you wish to spend.  Not sure the best PP or patrol dog would have the same characteristics as a sport dog, thogh some can do both

In Euprope, I would say  http://www.bonauer-wald.de/

In the U.S.:

Kathy and Tim from  Wilmothhaus for both

Gabor Szilasi from Von Tajgetosz

Schraederhaus kennels

Prager from Alpine K9

and where I got my dogs, which I obviously thought met or exceeded any other breeders are:

again, Kathy from Wilmothaus
Jenni from vom Eisenherz and
Melinda from vom Gildaf

Don't know anything about malinois

I consider top or the "ON TOP OF THEIR SHIT" breeders who have a certain track record. I look at a breeder and consider a puppy from them for work when I see:

at least 3 generations of their own dogs they produced being not only titled but also trained and trialed by the kennel breeder or employees.
I want to see results with the dogs they produce, females kept back and trialed, maybe even competed with if the female can do it (lets face it is is hard to find a female like that)
Males that are placed not only in pet homes but sport homes and departments if connections are made.

I am keeping my eye on Skocicka Samota. that woman is doing something right. She is Honest in what she has and she is one heck of a hard working breeder. So far I have purchased, brokered out about 5 dogs from this kennel and so far pretty good results. Only one dog did not work out but that was my fault that I sold her to idiots. (she is good now)
Then I always liked what Novotny produced I liked it enough to purchase 4 dogs from him in my lifetime, only one did not work out but that is just normal.

I checked out Ajay and I think he has a nice track record of his success with his dogs. I am actually surprised I did not find him earlier, he had to say... HALLO HERE I AM.. Lol
I am not familiar with German kennels, Belgium kennels so I cant comment on those.

to me I have to see more that one female production to call somebody top, I first have to see what the dogs brough to the breed before I can call somebody a good breeder. It takes about 3 generations of producing dogs to REALLY see what is cooking.
My opinion it doesnt mean that a breeder that has only one generation is bad. it only means that there is nothing to show for just yet.

Once again, I have to say Nozzel vom Duchenbagen. His breeder, Summer Massengill, is a breath of fresh air in a world of others that leave you feeling dirty.

You know I have to say Jen at http://www.vomeisenherz.com/ seeing is believing. Do your research.
I did for about a year or so and purchased there. Best money I've ever spent. Above and beyond expectation. So I bought another one. After purchase support and advice always replied to in well under 24 hours. Usually with in an hour, email or phone call. Know many of her dogs and all are thriving above and beyond expectation. Only problem is, she doesn't charge enough. LOL    Pete

When it comes to the best breeder of all times for working dogs, I don't think anyone alive or dead could compare to Jiri Novotny. He has not bred hundreds of dogs, but thousands for over 50 years. Most pedigrees you look at on working dogs you will see many legendary dogs from his years in setting up the breeding program at the world famous z Pohranicni Staze until it's end in 1989. Then he proceded to start the now famous Jinopo kennels, where he has supplied dogs to almost every country in the world for military, police, sar, protection, seeing eye dogs, and every type of service work where great dogs are needed. If anyone can show me the lines that have made a bigger impact on the breeding of the german shepherd I would love to hear about the dogs he has produced. He is a legend himself and history has already proven that and it will continue for generations to come.
