"The WUSV Constitution mandates that a WUSV Member Club must accept the members of another WUSV Club into its events.
In the United States, there are two WUSV Clubs: the GSDCA and the UScA.
The WDA is not a WUSV Member Club and, normally WDA membership will not require admission of the WDA member into another WUSV member club.
However, in the case of the WDA, there is an internal agreement between the GSDCA and the WDA which provedes that
(1) individuals are deemed to be members of the GSDCA, if they hold a GSDCA/WDA scoure book of a dog,
(2) the score book is issued by the WDA under the authority of the GSDCA and
(3) the scorebook is issued jointly for both the GSDCA and the WDA.
By vitrue of this internal agreement, anyone who possesses such a score book
(1) is deemed a GSDCA member for purposes of entering into a WUSV Member Club event and, as such,
(2) must be accepted by anohter WUSV Member Club for its events."

A couple of points of calrification and hopefully some answers. I don't usually post as I run out of time, but was pointed to this thread and would like to respond.
First to a few questions:
Is the AWDF a member of the WUSV? No, the AWDF is not a member. The WUSV is the world union of German Shepherd Clubs. AWDF has been working with the FCI for years and is an invited guest - AWDF has been invited to the FCI Championships, judges meetings, and consulted on rules/regs. I may be missing a few things, but this gives you the idea.
Is the UScA a member of the AWDF or is the AWDF a member of the UScA (which is the parent club)? USCA is a member of the AWDF. AWDF was founded in 1988 (approximately). To address the comment:
Amazing that the head cheese of the UScA is not allowing our scorebooks which is against the WUSV constitution........ A couple of things here . . . USCA would never (at least not that I know of) willfully or intentionally violate the WUSV Const. We have expressed our interest in working with the GSDCA / GSDCA-WDA to resolve this issue and were moving in that direction. The Clemens Lux mandate that is quoted has yet to be authenticated. We've emailed/called the SV and the GSDCA-WDA requesting authentication - to date we have not recieved it.
Lastly, the "head cheese" is only one vote (of twenty) within the EB of USCA. While I am the president, I will never dictate. I always (well, usually) have an opinion - but I'm fallible and believe strongly that many minds are better than one. I do my best to gather information that is timely and accurate and present to our EB, who in turn shares that information with our membership. Information flows back to the EB who in turn makes decsions. Ultimately, what the EB does is a reflection of the membership will. This is aspirational and we're not there yet. It is, however, the culture that we are working toward. That takes time. That process takes time. GSDCA-WDA leadership was fully informed of all of this and the potential complexities with this issue. I fully understand that at one level it seems simple . . . just accept their scorebooks. Some of the complicating factors include: value to our membership (it doesn't make sense that non-members enjoy the same benefits of memebers), non-SV judges - the SV has for years cautioned us from accepting titles from non-SV judges (the GSDCA-WDA currently has 2), confusion that has already occcured when a GSDCA-WDA member showed up at a USCA trial believeing they were a member of GSDCA - they were not. . .etc.
I assure all of you that my (our) priorities are the GSD, USCA, and the sport of IPO. Further, I have no ill-will or animosity toward the GSDCA-WDA and hope that an amicable solution is forethcoming. As I've already informed the GSDCA-WDA, our hope is that ultimately we can accept any of their members with any book and any title they present. This takes some time. It is on our radar and as we recieve information from the membership, the EB, and the WUSV, we'll act accordingly.

Thanks for jumping into this discussion. I would hope that for the benefit of everyone involved this issue can be put to rest in short order.
