You are absolutely correct. It's a free country. If you choose not to lock your door that is your right to make that choice.
However, and especially for one who has bite-trained dogs, if they leave their door unlocked and a child inadvertantly opens the door and gets mauled, the owner is going to have a problem.
One, the dog(s) could be deemed as vicious and the local authority could order them to be put down at the expense of the owner. Additionally, the owner himself (or herself) could face criminal liability, fines and be required to pay medical expenses which could run into the tens of thousands of dollars which might result in one losing their home, etc.
Let's put in another way.
What if your child accidentally opened the door to the wrong house because he thought a playmate lived there and ended up getting mauled by the family dog. Would you say it was just and that the owner exercised due control of their dog? I would say...no way.
It's the owner's responsibility to control their dog. If the dog bites someone the owner must be able to demonstrate that reasonable control existed over the dog and that the person who got bit was responsible for creating the circumstance for that to happen. Leaving a door unlocked for anyone to walk into could be deemed as negligent on the part of the owner should the worst happen and the owner finds themselves fighting not only a lawsuit but for the life of their dog as well.

About young kids wandering around opening doors that aren't theirs.... some crazy lawyer might say it was my fault but I say it was the kid's parents' fault, they should have taught them not to trespass even if they can't read and if they are too young to understand "trespassing", they shouldn't be wandering about unsupervised.
That to me is just common sense. I do not lock my doors when I'm home, I shake my head about the paranoid one's that do. Of course your Officer dogs and PPD's are in another catagory and that creates a need for more due diligence and responsibility for their owners.
(We do know that Jerry's dog lives with a sweet, Beiber-loving, singing, little girl so his dog is used to kids.) And about the kids' friends who come over, if his dog is like mine, the dog gets to know them too, and mine will sing happily in greeting his favorite visiting buddies, he absolutely knows them, too.

not only was the neighbor stupid but very disrespectable also.
if someone comes into my houee they are bitten. my dog is trained to bark and bite not bark and hold.
if anyone is owed an apoligy it was the owner of said home.
