         Cute pup and he looks all shepherd to me.  I can tell you after doing SchH, police and PP training since 1977 that neutering a dog will not alter his working ability.  Seems to me that some of the toughest K9's we had over the years were neutered males.  Perhaps that's the reason they were so tough....they still were ticked off about what had been done to them! ;)

          On a very serious note.... If I had the pup I would wait until he was mature and then neuter him.  The behavior neutering will alter will be the desire to take off and visit the neighbor's dog in heat & he can be more focused in training as distractions are just not that important, You lessen the chances of testicular cancer.  The dog should be less inclined to fight another male. Another advantage of neutering is you eliminate the chance of an accidental breeding and unwanted puppies who could ultimately end up in a rescue situation or worse.  If you like the *idea* of testicles on a male there are *Neuticles* for the boys...fake testicles!  < I actually thought about getting these for one of my males lol>

yes, your dog IMO is a German Shepherd. That curled tail is a fault and it certainly sticks out in the show ring. I seen some breeders in Germany  do a " green break " on such a dog while the dog was in a growing stage to " fix" this . Nowadays the curled up tails are just not seen that often any more.
tugged in tails are. Which dog would you rather have a raised tail or a tugged in tail?
What about the ear taping!
