Was she giving you one excuse after another, or the truth?
Unfortunately, when breeding are done overseas, the AKC breeding papers are not filled out at the time of the breeding. getting the stud owner to sign papers he doesn't understand is very difficult. So instead we, in America, are at the mercy of the stud owner. In this case he was slow, and thru his own pride, wanted to send a copy of pedigree with a fully titled dog.
I've been caught in this same situation. My clients were not happy, they thought I was giving one excuse after another. The required paperwork was finally sent, and the litter was registered. I spend hours on the phone and writing e-males to the stud owner, the foreign kennel club and the puppy owners. It took over a year to register the litter.
