Keith- That is an excellent question.  Ethics must be the foundation of any business.  The consequences of violating ethics in the eyes of your target market would be hard to recover from.  

Would need to see their business model, overhead, GP and GM expectations and there bottom line Net for pricing justifications to include services provided after the sale etc etc.

Would be a good topic - K9 Services Business Models.  Doubt many would participate, or they would because they do not like what is being said or shared.

This company caters to those with a higher end 'disposable' income.
They have been in business for many years. You don't have to like their 
prices or anything else, but the fact they have been around for a great 
number of years suggests they are keeping their clients happy.
To some people, $12,500+ is not a lot to pay for what they want.
They don't just sell a dog, they sell a training package and maintenance 
etc. Dogs are hand selected, then brought back to the USA and trained 
further before being delivered. Not such a bad thing is it?  I'd never pay
those kinds of prices, but I don't hesitate to spend $32.99 on a lb of 
really good cheese so...?

Shit, people pay $1200+ on this very board for puppies from 
untitled parents with no hip + elbow ratings  LMAO

May I ask, what does a title have to do with ones ability to produce? I see this over and over, yet, many titled dogs cannot produce to save their lives. If a dog is a proven producer, titles mean nothing.

To those not seeking a dog from someone like Harrison K9, 
a title is a place for those of us to start our research. I can't
verify much when it comes to someone's grandiose claims 
of their Wonder Dog that never leaves an owners back yard.

As for Harrison K9, buyers are paying for the service along 
with the dog. Nothing wrong with that. If the buyers are happy,
who are we to judge? I certainly would never pay even half of
what some people ask for puppies on this board, doesn't mean
someone else won't, or that they don't find it to be a fair price.
