If the breeding dogs are imported, then the hip/elbow rating could be from their birth country and the "stamp" is often on their foreign pedigrees. You will have to ask to see the actual stamp, or with OFA the actual certificate.

As far as DM........ Acording to the OFA - N/N and N/A dogs cannot develop

If I remember correctly.....from 8th grade science class.

N/N x N/A = no puppies with DM
50% Clear
50% Carriers
 0% Affected

N/N x A/A = no puppies with DM
100% Carriers
   0% Affected

N/A x N/A =
25% Clear
50% Carriers
25% Affected

A/A x A/A =
100% Affected


So just because a kennel has a breeding dog/bitch that is a Carrier or is Affected - through careful breeding the puppies can be healthy.
If a dog has drive, temperament, structure, hips/elbows, titles and everything else that makes him/her superior...... the DM status can be carefully managed and eventually weeded out (while keeping the rest of the positive attributes).
The key is knowing your breeding stock and also knowing the basics of genetics.
