Sounds like a Wubba. They are a kong covered with firehose fabric and have "legs" . Some are available with Squeakers in them, some have plush fabric covers. My dogs love them and they last better than most toys.

The only thing that survives in our house is the Everlasting fun/treat ball (large size).  You can buy them at PetSmart or online at Amazon.

You want a kong extreme (the black ones) they are fantastic for extreme chewers!

I too would recommend Kong, out of all the balls we tried that's the only one that made it so far.

I figure if it made it past 20 days, its  tough enough lol

Kong also makes a blue kong. It is only available thru vets who carry them. It is supposed to be something like 25% tougher than black kong and the blue material they use is radiopaque, so just in case they manage to chew it up it will show up on XRays.

After they fell of we discovered that the front tires off of our Toro pushmower are great, just break the white plastic out of the center and they don't even make teethmarks in the tires, even my most destructive dog hasn't made a dent in it yet and it's been over a month. Also, the legs on my office chair are a great puppy chew toy, again doesn't even leave a mark :) Sometimes you find the best toys in the strangest places LOL, oh and they love the lemons on our tree too, they are convinced it is a tennis ball tree :)

Petco also has a 30 day replacement policy on the Kongs.  We return ours about every 3 weeks and get a new one n/c.  Been doing that for over a year. 
My vet knows nothing about a kong that is harder than the black one.
