it is possible. growing up, we had a 5 month old male chow pup produce a litter with his aunt.

A nine month old male can produce with no problem, if he can figure out how to breed. I believe pups can be registered with AKC when sired by a sire as young as 8 or 9 mos. old. Now, that doesn't mean it is ethical or acceptable.
