We use WIPE. You can find it in the equine section also on Amazon. We apply it using a rag and apply to ears and legs on the dogs and all over on the horses. Works great with the biting flies. It is oily so if you are going to be showing they will need a bath prior to showing. But if applied in the morning it lasts till evening. You don't need a lot of it either for the dogs ears.

From Revival I get the groomer pack of flea drops and put them on the tips of my dogs ears.

Works great.  If bugs are bad in your area or as you say a lot of water exposure do it 5-7 days if needed that often.

I do mine every 21 days or so.

If you don't need want that much get flea drops for a small breed and use that.

Buy cheap you don't need to worry about killing off the whole bug population just repel

They sound like no-see-ums

Some solutions to control them

Do be careful of what you use though around your dogs.  I use

Farnum Repel-X mixed with water spray it on my horses but sunlight will weaken it.

Forgot to add this as have used it on both my dogs and horses with great success.

If you already have ear tip issue with fly strike, SWAT is the bomb. Thick and sticks well for days. Keeps the flies off and has antiseptic in it to heal. Horse section, comes in pink and clear. I usually get the pink for the visual.

Sunsilver

I found out the hard way: Wipe can trigger allergies! I don't know what the triggering ingredient is, but after putting it on my horse for the first (and LAST time!) many years ago, I sneezed my head off all the way home. Had to stop at a service station and go into the washroom, and wash my hands really well to help stop the reaction. :(

I'm also deathly allergic to Raid - could be the same ingredient!
