does anyone have any idea how long is an acceptable period of time to wait for foreign papers from germany,serbia,bulgaria to come to the united states. i bought these dogs in 2/16 dogs came in 4/16 without papers

Like always - it depends.

Too early to worry yet - what does the breeder/broker say?
Most often a honest question will give you a honest answer.

broker, breeder has 5 different answers and now is deleting my comments on facebook. he never reads his messages so when i see him post i just ask him to read his messages
he is a judge

Which country? In case it´s Germany I may be able to help.
Others may be able to help in case of other countries.

sold from bulgaria but has pink papers
the female was born in serbia but she came with her papers

"Pink papers" in this case have nothing to do with SV pedigrees.

Both Bulgaria and Serbia are members of WUSV and FCI, in case the breeder bred according to the FCI standard, there will be no major problems. Check the peds of sire and dam - is the CLUB mentioned in the pedigrees (!) member of FCI? Are the breeding requirements followed?
May take some time until Bulgaria acknowledges the breeding ( female born in Serbia ), and any export papers are issued.

you are the only person who is trying to help me. i have nothing but the dogs passport and i know his name this man gets mad at me and tells me that he does not have dhl to deliver what do they use pony express?
sire is saabat and i have no answers for the questions you asked

For sure that´s no fun, but you are still within the timeframe.

In case you really worry, write e-mails to the Bulgarian kennel club, and ask them about this litter, tell them what happened en detail.

They should be able to tell you if this litter ( the dam ! ) was registered or not.

I have imported quite a few dogs from Czech, some papers arrived within a week (that was really lucky and only happened twice) most of the other papers took around 4, sometimes 6 months. I had one female's papers who took over a year!! I hope your papers arrive quickly, and Susie has given you great advice

i did contact the bulgarian kennel club and they in turn contacted the importer who is a judge and he flamed me on facebook..thanks for your import
