Allow me please to play thy adversary role (partially) and high light a specific part of the topic for the sake of opening a discussion on various related details .
I understand the importance of titling, for the breed, the dog, the owner and for the buyer. For me, where in my country there are no breeders, and as a overseas buyer who most probably would not take a flight to see in person the puppy I am buying I would depend on titles, health certificates and reputation of the breeder to make up my mind about the puppy and breeder.
But if I were in same country, same state and city of the breeder, my thinking would be a bit different. Titling is a means to prove ability of a dog to work and perform. Well, if I'm looking for a puppy for personal protection and there is in town a breeder who does not title his dogs, but his dogs are serving in the police department and doing actual street work I would buy from him rather than a breeder from Germany who titles his dogs but his dog's only proof for work is the title.
Also for the owner, if he trains and puts his own dog in a real job, the titling then becomes a irrelevant unnecessary luxury, isn't this the truth?

I guess it depends on which program you want to adhere to, Ibrahim. Those who want to do it the German way probably aren't going to want a dog out of untitled parents. Those who mainly care about a protection dog would rather have a dog from a breeder that breeds for LEO's and doesn't title. Someone like me who would be looking essentially for a dog that can compete at AKC shows both in conformation and OB would want to find a dog out of parents titled in those venues who have proven that they can do it.
When you live in a country where there are no hard and fast rules about breeding GSD's, then I would do just as you are doing; try to find the best foundation stock so you can breed the dogs you feel are correct and that will set the bar for your peers. I think living in Jordan puts you in a very unique position that I can't really understand 100% so I would never say you should not buy dogs from untitled parents. I think you are wise enough to make those decisions yourself and have been doing that since we've met. What a great opportunity while at the same time a huge responsibility that I feel you will handle well.
