Good question, Joan, because a really good breeder (the type you want to buy from)  isn't going to sell to someone who doesn't have their act together, and just wants to pump out puppies to make money.

A side note: your chances to get real nice two puppies from a small/hardly known breeder are much better than a popular breeder. I bought more than few puppies, my best one was from a not popular breeder, when you read what Preston, Gustav, Jim and the experienced guys describe a strong tempermented balanced GSD, it is my Orwell. On the other hand a puppy I got from a very very popular breeder turned out to be a true coward and useless.

One more thing: In Jordan we imported few puppies from a certain strain which is marketed as one of the best bloodline in work, all turned out to be cowards, not worth the money we spent on them. So do not get hooked up in bloodlines and genetics pimping talk.

That is the point and an excellent example of what I was referring too.  You need to be very careful and be very wary of some of the "popular" kennels and popular lines.  Novices get taken advantage of all the time, most don't even know it until it is way too late.  

I am always amazed at the breeders / brokers that market their bloodlines as the best working lines, but you never see or hear very much of these dogs working or competing.  If a kennel really had the "best bloodlines" or the "best working dogs" serious competitors would be seeking them out and competing with their dogs.  Especially, when the kennel produces A LOT of dogs.

I am happy my experience makes sense to Slamdunc, now I understand better what you, Slamdunc, talked about in several posts and hot discussions, but as you said, it is usually too late for a novice to know where to look and on what basis to choose a puppy.
