I have seen anywhere from 8-14 months.

GSD's I have had in the past came in normaly around 8-12 months for the first time. My current girl surprised me and is in at barely 6 months.

I have heard if a dog lives in the house, may be not enough light they are getting, may be a cause for delay.

me female was in the house all the time and her first heat was 6 months. and she has had regular on the dot heat cycles every 6 every dog is different i wouldent worry untill you get to two-two in a half with no heat
