Unfortunately, yes the dog has to stay on track. Schz tracking is precise and time is not an issue, not like operational tracking/trailing

Schutzhund tracking is about precision and about the over all picture of a dog with a deep nose and intense concentration and focus on the track.
Going simply from your description your female was a 'foot off' the track due to the cross wind because she was not presenting a 'deep nose', she tracking higher scent that naturally drifted on the breeze.
You most likely would not fail tracking and depending upon where you were trialing (club, Regional, National, World) it would most likely vary judge to judge how many points you lost. Obviously a club level dog is 'most likely' not going to be penalized as strictly as a dog showing at a Regional or higher competition.
There is a tracking title in SchH (now IPO) called the StP "(Stöberprüfung "Random Search Test") - Random article search test in a prescribed area. Three levels of increasing difficulty (STP1, STP2, STP3).
I have not had the opportunity to see this test trialed for or judged so I'm not sure what sort of over all picture the judge is looking for or the exact rules for this title. I've always thought it sounds rather fun and my bitch loves to track and I could do this with her. Maybe someone else on the board has direct experience with the StP?

The dog will be penalized for being off of the track and there is a time limit to complete each level of tracking. The dog can't take all day to work out the track. The time limits are indicated in the rule book.
