Just a question here. Can a buyer of a dog order/obtain a bescheinegung from SV for a dog bought/imported to USA, or does it have to be obtained from the seller of the dog?

It has to be submitted by the previous owner of the dog. It is transfer of the ownership.

yes , you can get the bescheinegung, i went through USA to get it on my girl, you can also go through SV , you will need to send all your papers work to SV and the dog will need pink papers.
i went through USA and let them do the work, it took 8 weeks, but you can get teh Bescheinegung.
make sure the old owner has sign the pink papers and you will also need to sign the pink papers.

I am sorry I assumed that you had no papers in you hands. Yes, if you have papers you can back submit all, if not then you have to contact the previous owner.

No, this would be for a dog who already has his SV German pink papers.
