Here is a list of SV judges (in German).

You want to check this page:
"SV anerkannte Leistungsrichter wohnhaft im Ausland" for judges living outside of Germany (page 14).
German judges that have a permission to judge international events are regularily published in the "SV-Zeitung" the SV magazine.
You may want to contact a judge directly.
If you want to book a judge for an international event, you have to fill out forms and send them to the SV.
