19.5 is probably too light -- get him to a vet.
A healthy pup weighs 25-34 lbs at 13 weeks. Your food is not being absorbed -- either it's low quality, or the pup has allergies or absorption problems, or, God forbid, you are starving the pup.

Just took my 13 week old pup to the vet two days ago, he weighted 31.8 lbs and he
looks thin. So, I would say that weight does not seem right.
