Is Bi-Color, Tar Heels, & Pencil Toes unique color only to GSD??  Or Unique to Eastern Europe lines?

Reason for question:  neighbors have 6-7 yo shelter adoption with a curled tail, so naturally they believe husky mix.  The more I look at this dog, I wonder, as all 4 feet have Pencil Toes; he has Tar Heels, & he is Bi-Colored.  So is this a coloring in other breeds besides Gsd?
Also, He Has Raccoon Eyes!!

Put a picture of the dog  here. Curly tail  or any other markings described by you  could be that of a shepherd.

I'm going to try to get a pic next time I see him outside.

But is this coloring, markings unique only to GSD?

No, the bi-color pattern is not unique to the GSD, there are many other breeds who have (what we GSD folks call) the bi-color pattern. 
Raccoon eyes are seen in many breeds too, including the Husky.
