Yes I saw this pic flash past at the top of the page the other day - I suppose photographing the tie does prove a mating took place.  Whether it proves anything else about the advertised product is a moot point.  Not too elegant - bit like pix of dogs taking a dump (or just appearing to !) that sometimes get put up on here ...

You learn something new every day...I always thought dogs did it facing the same way, not away from each other? You know...doggy style?  lol

Conspicuous, don't know if you're joking or not, but once the male has finished 'doing it doggy-style', he will usually dismount, and the two dogs will turn until they are butt to butt. Sometimes the female doesn't like being tied, and will pull to get away, so humans need to supervise at this point to prevent her from hurting the male.

The tie usually lasts about 15 to 45 minutes.

Why do they 'tie' though, what does this do?  Forgive my ignorance.

The male dog has a bulb partway up his penis that swells up during sex, and causes the penis to get locked into the female's vagina. Until his erection subsided, he can't pull free. The tie helps force the sperm up the female's cervix into the uterus, where fertilization takes place.

I'm not familiar with the actual mechanics of it all, and of course, this begs the question, why does this only happen in dogs, wolves and other canines? Other animals manage to reproduce just fine without a tie. 

The animals are obviously very vulnerable during the tie, so it's hard to understand how this could have an evolutionary advantage.

Just a minor addition to your post, Sunsilver... the female's vaginal muscles contract around the bulbis glandis of the males penis which keeps the blood engorged in the penis.  When the female's muscles relax, it allows the tie to break.   I've seen dogs keep an erection for up to 10 minutes past when the tie was broken.

As far as WHY dogs tie, that's a mystery to me, since impregnation can occur in dogs without a tie.
