So I've come up against a road block. The co-owner on one of my dogs has refused to sign
USA/SV paperwork so I can register him and compete. What can I do besides register him
as a mutt and compete anyways? Are there any options?

Get rid of the co-owner 
Other than that? Not much.
You can record all the dogs info in the scorebook,
but yes, he/she will be listed as a "mix".
It will only hold you back if you planned on going
to the Nationals or trying for a WUSV team spot.

The above is true. If you ever want to breed the dog that co-owner will have to sign too!
My advice:
NEVER NEVER NEVER NEVER EVER CO OWN A DOG!!!
Don't ask me how I know....
BTW it does not matter what breed registry.. SV, AKC and so forth.

It does matter because we were planning the AD and BH this spring, Sch 1 and breed survey either this fall
or next spring. I was going to go as far with him as my training abilities would allow. Would that be WUSV?
I don't think so, but stranger things have happened.
It seemed a good idea at the time, as the co-owner and I were good friends. Yeah, learned my lesson.

That's a real bad situation, sorry to hear that. That's the reason I prefer Dog's over people.

Well, you can do the BH, AD & SchH1 as planned using your scorebook
that lists the dog as a 'mix', and perhaps your initiative will encourage
your co-owner to co-operate?
If not, well, you have gained some very valuable experience in more ways than one.
Once you provide your dogs paperwork to USCA, they will (or did before)
change the dog from 'mix' to GSD.
