I live in Colorado and just purchased a puppy. I would talk with Dave Coop of the Canine College. He trains GSDs and was highly recommended for protection training by my GSD breeder. He could probably point you in the right direction and knows who is legit and who will have what you are looking for.
You could also ask my breeder, he doesn't breed WL anymore but he did at one point. He has been breeding for quite awhile and has high standards. I am sure he would point you in the right direction. He is very non-nonsense and isn't wrapped up in all my dogs are better than your dogs crap. PM me if you would like to know more.

A rec. breeder for working dogs close to you is von Bissfasten in southern Idaho.
