Well they have to do something to keep themselves occupied since they are all obviously unable to help bring the economy back to a bearable state.

I'm not a fan of the administration, and I hate big government, however we need to clean up the mess with puppy mills and dishonest breeders/brokers.

I think that it's simply another way of saying "keep your friends close and your enemies closer?
Believe me, this will only make life difficult for breeders who place more value in their dogs than they do in the money that they sell them for.
The crooks will always survive and thrive. Has murder, robbery, rape, etc. stopped just because every state has a law on the books against it?
Honest people are the ones that will always comply and don't necessarily need a law on the books to do it.
