I found this HD designation in the pedigree of a puppy I am looking at, can someone tell me what it means?HD-noch zugelassen

Means "still permited "
Normal= Normal
fast Normal=quite/almost normal
Noch zugelassen = Still permited.

It may be still permitted; but it is still mildly dysplastic. Or is it fair?

No, it is not equivalent to OFA 'fair' it is 2 grades 'worse'. You are correct that NZ = Mild dysplasia.

From what I see on the above chart -- The German Noch Zugelassen and the equivelent for it here in Australia 26 - 35. I really don't think that a dog with that score would be used at all.
In Germany breeding is still permited !!!!!!
I am astounded that anyone would even think to breed with a dog with such a high score.
Maybe I am off line here but that is my thoughts, there are too many dog out there with equal talents and better hips.

I am totally with you. This permits breeding with scores up to 35! I have a dysplastic dog with a score just a few points over this (on the UK system). She's quite good actually, but is on mild medication...... Hell, I wouldn't want to have bred from her, gorgeous as she is. But, if she was in Germany, no problem at all.
There is no shortage of dogs as you say with equal talent and better hips - good phrasing! And we wonder why little progress has been made with HD over the years. Elbows are equally as bad, in Germany they accept far too high a score IMO, and we in the UK are regrettably about to follow suit. IMO it is an excuse to use unacceptably high scores, we will be rejecting only the worse grade of 3 for breeding! apparently we are working on the premise if it's good enough for Germany......
Looking back over the last 30 years, I can't say I am a big fan of that approach LOL.
