Does the SV allow the breeding of FR GSD's that do not have a SchH/IPO title? I was wondering what issues I might bump into if I decided to buy a French dog from FR titled parents vs SchH titled parents.

Are you in Germany? Then why worry? It's all under the FCI so you go by their rules. The SV doesn't care what they do in France, you need to understand the social pecking order. The AKC isn't under the FCI we know too much! LOL!

I'm in Mexico, but I was under the impression that the SV had some influence over some GSD things outside Germany. So the only drawback would be that I would not be able to breed in Germany?

If you want to breed according to SV rules then you shouldn't breed dogs without SchH/IPO titles nor without breed survey (Koerung). If the puppies are not born in Germany though, they won't get pink SV papers anyway, even if bred according to SV rules.
SV breeding rules state that all dogs for breeding need at least SchH/IPO 1, AD, minimum of G showtitle and additionally a breed survey.

thought they could get pink papers if the parents had pink papers and if they had been bred in accordance to SV rules? Maybe I'm confusing the pink paper, but I've seen several breeders explicitly say it costs an additional ammount if you want the puppy with the pink registration papers.
