its called being pigeon-toed in humans but in dogs it can be a sign of a genetic condition called Patellar Luxation. The dog will typically be either bow legged, pigeon-toed or favor his a leg (ie. limp or walk funny). X-Rays should be able to spot this.

Tibial Torsion is fairly uncommon, but it is when the tibia is either twisted inward or outward, typically during growth, which causes the feet to appear pigeon-toed or bow legged. Depending on the extent of the torsion, the dog can live a fairly normal life, however, down the road the dog may be prone to more arthritis related problems. I would not recommend certain sports (ex: Schutzhund) for your dog if it has tibial torsion, mostly because of the strain it puts on healthy dogs is tough and dogs with any predisposition to joint/bone issues is more at risk for damage or injury.

I take it that your dog has been diagnosed with this? You can typically see it well on x-rays.
