Is is normal? My 5 months old male puppy's height is 47cm. So, I am worrying for it. He looks smaller than other.

A GSD male should be in between 60 - 65 cms hig at his withers when fully grown up. A GSD usually continues to gain height till the age of 12 months. The odds are very good that he will grow up to the standard height as he has 7 more months to grow in height.
You can have an approximate idea of his expected size by looking at his ancestors and siblings.
