If a dog has been hit a by a car and had to get pins in her pelvis but her hips were untouch can she still be OFA certified?

It's possible. The OFA is supposed to ignore injuries and only evaulate the true relationship of the parts of the joint. The only issue that I see is that when the dog's pelvis was pinned; did the medical staff obtain absolute alignment? And, how rigid was the splice? A serious misaligment may cause a dog to fail.
One part that plays a great deal into hip evaluation is not just the shape and condition of the joint, but the looseness (laxity) of the ligaments that bind the joint. A proper ball-to-socket arrangement can fail the OFA if there is so much looseness that the ball can easily float from the socket. If the ligaments were not injured, and the shape, size, and fit of the ball and socket are good, she should pass. Good Luck!

Thank you. The vet also said that she should also be able to be bred. What do you think about that?
