The colors of a german shepard, if it is partly white it is not a german shepard, it could be a mix.

That is also not true. There are white spotting genes within the German Shepherd Dog breed. Sometimes they come up as white toes or white spots on the chest. Also, you might see from time to time dogs with white hairs on the backs of their thighs and in the vent region, or even under the tail near the vent. Now, if it is a large amount of white that seems to wrap the body, then it's a good chance a "fly got into the ointment." The white masking gene is another beast entirely.

Is having white toes or a spot on the chest a bad thing...won't it grow out?

It doesn't always grow out. Sometimes it will blend in somewhat but you can still see it's there. Most of the dogs I've seen as pups with the toes/chest spots sometimes have "milk" chins as well.

My female had a white claw, of which i thought that she would have one clear claw and of which changed color when she grew older... she has all black claws now :) She has few white furs near the chest area but they also went away.
