If it's optional, it really shouldn't matter much, should it? Maybe they are looking for a new source of income?

There really is no point to it at all. The BH is just basic obedience, if they go on to BH3, So what you are doing there is basically the Obedience test of the current IPO 1. If they are going to mess about with the basic,s meaning the BH then the IPO 1 - 2 and 3 should be also made harder. talk about being arse about face

Actually it doesn't read so much as making the BH more difficult but rather a way to generate more income with a watered down IPO OB 1 & 2.
From what I'm reading here, unless I missed something, the BH 2 and BH 3 basically generates the income of the IPO OB 1 and OB 2 but there is no gun test.
